1Malaysia for undergrads only?? Why not include post grad students too?

For the first time, all first-year public university undergraduates will each receive 100 units of Malaysia’s newly launch unit trust, i.e Amanah Saham 1Malaysia (AS 1Malaysia). There are some 50,000 first-year undergraduates at Malaysian public universities. Undergraduates have to register at any Permodalan Nasional Bhd (PNB) branch beginning Wednesday 6 August 2009 to obtain their free 100 AS 1Malaysia units.A total of 10 billion units of Amanah Saham 1Malaysia will be made available, priced at RM1 each. How come postgraduate students were excluded and not given 100 units each too??
