To encourage more published works, several universities in Malaysia have introduced a policy where students have to have at least one of their works published in a reputable journal before they can turn in their thesis. The University of Malaya (UM), Malaysia’s oldest university has a new regulation that is imposed on research degree candidates who register from 2nd semester, session 2008/2009 onwards which requires evidence of publication submission in ISI journals before a thesis can be accepted for examination.
Universiti Kebangsaan Malaysia (UKM) or National University of Malaysia is also planning to introduce a similar requirement. UKM wants to recruit more postgraduate students and aims to have 15,000 postgraduate students by 2015. It now has 8,000 postgraduate students and 16,500 undergraduates. It is targeting students from 22 countries including Indonesia, Brunei, the Middle East and Europe. It provides financial support to postgraduate students to attend international conferences and offers fellowships to its top postgraduate students who excel every year. Under the fellowship programme, the best postgrad students will receive a monthly allowance and have their tuition fees waived. The scholarship is also meant for students from war-torn countries like Palestine or areas affected by natural disasters, like Aceh.
